Overview of Part C Services Co-Lead agencies are Health and Human Services and the Department of Education.  Schools provide the majority of the services.  Service coordination is funded through Health and Human services.  There are 29 contracts in the state, with school districts, educational service centers, hospitals, Head Start, and community action programs.  Services are home-based (provided in natural environments) for the most part.  Some areas have center-based services.
