Overview of Part C Services The Lead Agency is the Oregon Department of Education.  Oregon is unique in that the State's EI program is implemented as a birth to five state operated program.  The state is divided into eight regions and services are provided directly by regional program staff and/or through sub-contracts with community public and private programs.  Services are provided in natural environments and based on the IFSP and family participation.  Child find for all services for children birth to 21 is the responsibility of local school districts.

  • The local contractors do public awareness and child find differently in each region, and it is still evolving.
Public Awareness and Child Find Activities believed to be most effective
  • Parents rights information is available in English, Spanish, Russian, and is currently being translated into several Asian languages.
  • IFSPs and a parent's rights video are available in Spanish, and materials are available in Braille, large print and on audio tape.
  • Materials are available on the Web
  • A multicultural conference was held and discussions have begun with migrant Head Start
Concerns regarding finding more children
  • The legislature is already stating that funding for the program is too high and is looking for alternatives to funding.  The Department of Education is now required to justify remaining in the Part C system.
  • The requirement of the LEA's to conduct child find and evaluation for Part C children has also increased costs to local education programs.
