Overview of Part C Services The Lead Agency is the Department of Health, but the Division of Developmental Disabilities runs the grant.  They contract with 14 regional programs to provide Part C services.  The overwhelming majority of the children that are receiving Part C services are receiving them in the home.  There are some children that get a variety of services whether its part center and/or part home.
Public Awareness and Child Find Activities
  • Universal newborn hearing screening was signed into law this year.
  • Started a 1 800 referral line.
  • Work in close collaboration with Early Head Start and Public Health.
  • Hand out referral cards to doctors, along with all kinds of gimmicks and gizmos like pens, mouse pads with their number on it, highlighters, etc.
  • Radio ads
  • Every child born in the state gets a T-shirt that have Love Me, Hug Me, Please Never, Never Shake Me and the toll free number on it.
Public Awareness and Child Find Activities believed to be most effective
  • Radio ads seem to be fairly effective.
  • They have been giving out the Shaken baby T-shirts for three years and tracked number of shaken baby incidences reported.  The first year there was a 50% decrease in reports.
  • They train local ICC's in how to go into medical communities and train nurses and hospital units to get quick referrals back to the Developmental programs.  Persistence is most effective.
  • The physicians's residency program in Cheyenne rotates positions in training through the developmental program, so they can see what services are provided as well as what a developmental program looks like.
Concerns regarding finding more children
  • They have a Personnel task force looking at how to find staff for EI services.  Three years ago they had a major training where they trained 42 people to be certified Early Childhood Teachers across the state.  This helped for awhile.  Personnel task force is looking at new ways to recruit other teachers or to start another training program.
